I don't know, at one point about 20 years ago I could have walked into a grocery store in Las Vegas, NV and bought hard liquor at 3 am if I wanted to. By that alone I know my state isn't the most permissive in the bunch. In Denver, CO I saw a few combination pharmacy/liquor stores with drive up windows about 12 years ago. I'm guessing the windows was for prescriptions, but I don't know for sure. My state allowing it to be sold outside of state run stores is fairly recent. I think things were better with the state control, but big box retailers had a lot of lobby money.

It's always advisable to avoid triggers. Most recovering alcoholics will though they might be able to resist the urge to buy alcohol products they see in a store they could find themselves getting drawn back to the vice. Should this exposure [to alcohol marketing] continue for long then they'll probably eventually stumble.
